Every site on your plan adds 20 users to one organisation-wide pool, and each person counts once no matter how many sites they work across. On a paid plan you can top the pool up at $20/month per 5-user pack, added automatically as your team grows. On Free the pool is a hard cap: two sites, 40 users, no packs.
